Why? Because Automatic Train Stop was already on the PRR Main Line, as well as most of the electrified portions of its system, and the Lehigh Valley was being upgraded to perform as the premier freight component of the PRR system. If the safety standards were as advanced on the LVRR as they already were on the PRR itself, this accident might have been avoided.
